Cases Study: Hydro Quebec

We conducted critical ballot initiative tracking and message development in Maine.

Hydro-Quebec needed to closely track attitudes and develop a data-based communications campaign to support a ballot initiative campaign in Maine critical to a major new infrastructure project.

We have experience conducting research in a constantly evolving campaign environment.

About our Experience

Always On Data Reporting

We conducted regular surveys during an extended marketing and public relations effort to increase support for a ballot initiative in Maine. The surveys tracked several key issues survey-to-survey, along with ever-evolving message testing.

Leading up to the election, we conducted weekly polling in a constantly evolving environment. The survey results guided strategic and tactical campaign guidance, down to media buying choices and amounts.

Strategic and Tactical Guidance

We identified support and opposition for the ballot initiative, including tracking important demographic and psychographic groups. Individualized message guides were developed for all key audiences – right down to effective words and phrases.

Our survey detailed the intensity of support and opposition, the persuadability of various audiences, and the potential for movement among uncertain voters.

Mixed Mode Methodology

Maine is notoriously difficult to survey, particularly in sparsely populated Northern Maine. We provided accurate, representative samples that were regionally balanced. We over-sampled Northern Maine to aid in targeted message development.

We fielded the survey using a mixed-mode recruiting methodology, which included online panel, text-to-web, landline, and cell-phone recruiting. Using these recruiting methods in conjunction produced a balanced sample that reduced bias.
